Bhubaneswar: The state-level birth anniversary of nationalist leader Pandit Deendayal Upadhyaya was observed today at Jayadev Bhawan under the aegis of the Information and Public Relations Department, with dignitaries and intellectuals paying tribute to his life and ideals.
