PORTLAND, Ore. (KOIN) — Multnomah County Animal Services’ updated euthanasia policy has sparked concerns among community members who believe the rules are too vague.

The agency previously stated that it wouldn’t euthanize animals due to a shortage of space in its shelter. But in February 2024, KOIN 6 reported that the policy had changed — and no longer included language about avoiding euthanasia even amid a lack of space.

During Thursday’s Multnomah County board meeting, multiple attendees argued that the updated procedures have led to preventable deaths for dogs within the custody of officials.

“Right now, the website says it will not euthanize safe dogs,” Ana Azizkhani said. “What does that mean? Dogs are getting euthanized for behaviors that are regular dog behavior, like prey drive.
