Fifteen people accounted for 1,335 police files in Kelowna last year, city councillors will hear Monday.
Each of the chronic offenders had a “negative contact” with police every four days, according to a report going to council.
Their crimes covered a wide range of offences, including assaults, robberies, thefts, uttering threats, use of weapons, and public disturbances.
The detailed information is presented in an advocacy paper designed to serve as a blueprint for how Kelowna should press for provincial and federal reforms to combat crime.
Many of the repeat offenders are struggling with addiction, brain injuries, physical and mental health challenges, and homelessness, the report says.
Once charged and brought before the court, the report says, the offenders are often granted bail a
