COLUMBIA, S.C. — The City of Columbia has halted construction at South Saluda Apartments in the Hollywood-Rose Hill neighborhood, saying developers were modifying buildings without the proper permits.

Residents say they have growing concerns about the complex, one of them being safety.

“Put the exits back again so they have an ingress and an egress in case there's fire or something starts over there and get a permit,” resident Susan Carson Lambert said.

Others point to ongoing issues with trash around the property.
