A surge in migrant crossings into Latvia, Lithuania, and Poland is a deliberate effort by Belarus — a close ally of Russia — to seed a humanitarian crisis in the eastern European Union, according to officials in all three countries. "We are not formally at war, but we are not at peace, we are in hybrid warfare," said Andris Sprūds, Latvia’s defense minister. European officials say Russia is escalating its hybrid campaign against the continent, which has also included repeated airspace violations by Russian aircraft over European NATO members in the past month.
