A new City of San Diego ordinance going into effect on Wednesday requires grocery stores to make digital coupons available to everyone, whether they have access to a smartphone or not.

But Albertsons, which also owns Vons and Pavilions, says the new ordinance is “severely limiting the number of discounts and coupons” available for customers in its 29 stores in the city limits.

NBC 7 Responds first found out about the issue when one of our employees received the following email from Vons this week.

The note said customers would notice a reduction in the number of promotions available because alternative formats could not be provided by the company's vendors and manufacturing partners.
