Maryland is continuing its gradual shift toward cannabis reform with a new law that expands personal freedoms for adults, eases some penalties for cannabis-related offenses and offers a path to resentencing for individuals convicted under older drug laws.
House Bill 413 and Senate Bill 925, recently passed by the General Assembly, mark another step away from punitive drug policies and toward a more balanced, rehabilitative approach.
It goes into effect Oct. 1.
Expanded Personal Cannabis Use
The law authorizes adults aged 21 and older to manufacture personal-use amounts of cannabis products or concentrates at home, as long as the process does not involve volatile solvents such as butane or hexane.
By permitting home production within safe limits, Maryland is aligning its policy with th
