Police were called to break up the crowd at 5pm on September 26 after reports of an assault at Sussex Street, Cabramatta, in Sydney's south west.
Investigators were told that the crowd was demanding their money back after allegedly falling victim to a ticketing scam on social media.
The 20-year-old man was accused of selling "a number of fraudulent tickets to a music festival".
Police arrested the man after the crowd dispersed, and he was charged with recklessly dealing with proceeds of crime less than or equal to $5000.
