The impasse follows Democrats blocking Republican spending plans and unsuccessful negotiations with President Trump. The shutdown, the first in seven years, may lead to layoffs as Trump indicated that more federal workers could be terminated.

The Republicans, controlling both chambers yet short of votes needed for the bill, proposed extending funding until November 21 while Democrats seek to reverse prior healthcare cuts.
