In a highly anticipated ruling, US District Court Judge William G. Young on Tuesday found that the federal government violated the constitutional free speech rights of international students and academics who engaged in Pro-Palestinian advocacy.

Young, who issued his ruling in federal court in Boston, wrote that there was “clear and convincing evidence” that Secretary of Homeland Security Kristi Noem and Secretary of State Marco Rubio, along with agents under them, coordinated to “intentionally chill the rights to freedom of speech and peacefully to assemble of the non-citizen plaintiff members of the plaintiff associations.” Related : Judge excoriates Trump administration over detention of international pro-Palestinian activists.
