Caps on the number of home care packages should be scrapped so older Australians do not have to wait for someone else to die so they can access a spot, a parliamentary inquiry recommends.

Before major changes to the nation's aged care system that come in from November, a Senate committee has investigated issues around the delivery of care.

The Greens-led panel handed down 11 recommendations , including that "the Australian government work towards ending the rationing of care packages".
