Season 13 episode 1 starts off the season laying out everything that has happened since the last time we saw the intelligence unit. Voight is desperately trying to help reinstate the team, but Commander Delvin was putting up a fight to avoid signing papers.

As Voight states, crime rates have skyrocketed since the unit was disbanded so it’s not too clear why the commander was dragging his feet to sign the papers. Burzek were clearly enjoying their married life before Ruzek was pulled away to his foot beat. For the most part of this episode it was tough to watch Burgess not being able to do her thing, it was clearly weighing heavy on her.
