Columbus, Ohio (WOIO) - Legislation designed to notify Ohioans when a felon escapes custody is closer than ever to becoming law.

A local representative was inspired to sponsor the bill after watching a series 19 Investigates reports.

House Bill 23, also known as ECAP, “ The Escaped Convict Alert Program ”, passed the House of Representatives unanimously last June — now the Senate is considering it for the first time.

After a long summer recess, Senate committees reconvened, holding an Armed Services, Veterans Affairs and Public Safety Committee hearing on Wednesday at the Ohio Statehouse in Columbus.
