The News writes:

We believe the best person to replace him is Council President Mary Sheffield, who has worked closely with Duggan and supported his initiatives for all three terms.

Duggan has endorsed her, saying, “For 12 years, Mary Sheffield has been a major force in Detroit’s recovery.
