LANSING — The last steel beam for the new $40 million City Hall was set into place Oct. 3.

Dozens of people, including city council members and other city leaders, broke into applause at the base of the 65,000-square-foot, three-story skeleton that sits along Grand Avenue, across from the Capital Area Transportation Authority's bus station.
