COLUMBUS – A new bill in the General Assembly would require public schools to show a video of fetal development to students from the 3rd grade through 12th grade, joining a growing number of states pushing similar measures nationally.
But the proposal has raised eyebrows because of a video that health experts have warned is misleading.
House Bill 485 , known as the “Baby Olivia Act,” was introduced by Rep. Melanie Miller , an Ashland Republican.
It would mandate that schools incorporate at least a three-minute video featuring detailed animations or ultrasound imagery of early human development into any public-school course covering human growth, development or sexuality beginning in the 2026-2027 school year. The videos would be shown annually.
