A fast-growing Birmingham-area suburb is without a city budget for the first time in its history after outgoing leaders rejected the mayor’s spending plan.

The Helena City Council unanimously agreed to leave long-term spending decision to the incoming mayor and council, who take office next month.

The city’s fiscal year began Oct. 1. Council members raised questions about income and expenses, and said they weren’t comfortable moving forward yet with projects like the youth sports complex.

“The budget we received wasn’t balanced, regardless of what we were told,” Councilman Andy Healy told AL.com. “There were several questions about the revenue line items. Some of the numbers didn’t seem fully supported or clearly explained.”
