The Brookhaven council president is suing the borough and it’s former police chief in federal court saying h e was stalked and targeted by officers in retaliation for not approving a pay increase for one of the officers.

In the lawsuit filed Eastern District of Pennsylvania, Council President Terry Heller claims police executed a conspiracy on March 8, 2024 to get him convicted of driving under the influence.

The suit documents claims former Brookhaven Officers Joseph Pastuszek and Orabi Youssef a ccessed VIPR technology, which is law enforcement restricted data, to track Heller’s movements in the borough that evening when he was visiting Chili’s restaurant and bar in the 4700 block of Edgmont Avenue.
