A community group in Etobicoke has filed a lawsuit against their own councillor and a supplier claiming they enriched themselves over contracts surrounding a controversial shelter. The suit was filed last week in the Ontario Superior Court of Justice against Ward 3 Councillor Amber Morley and Bruce Davis, the president of a company called Public Progress, a consulting firm.

The South Etobicoke Community Association alleges that the city not only failed to follow proper procedure in setting up a homeless shelter at 66 Third Street, but that the no-bid contracts awarded to Davis and his firm were inappropriate.

The lawsuit accuses Morley and Davis of negligence and “Misfeasance of public office and misrepresentation.” The University of British Columbia’s Law School defines misfeasance as
