BIRMINGHAM, Ala. ( WBRC ) - As Congress continues it’s deadlock over a government funding measure, some federal spending has been put on hold.

Because both SNAP (Supplemental Nutrition Assistance Program) and WIC (Women, Infants, Children) are state programs, the offices are still open and the participants do still have benefits they can use.
