MINGO COUNTY, WV (LOOTPRESS) – The Mingo County Sheriff’s Office reports the arrest of two residents on felony child neglect charges.

Billy S. Manns and Tia R. Vance, both of Williamson, were taken into custody on October 2, 2025, by Cpl. E. Williams and Deputy J.D. Tincher.

Each faces two counts of felony child neglect for allegedly creating a risk of serious injury or death.

Both remain at Southwest Regional Jail on a $40,000 bond.

Authorities have not released further details about the incident.

The sheriff’s office reminded the public that all defendants are presumed innocent until proven guilty in a court of law.
