JACKSONVILLE, Fla. — Nearly a week into the government shutdown, the impact is beginning to be felt by service members stationed in Jacksonville.

At Naval Air Station Jacksonville, where around 10,000 active-duty personnel and another 10,000 civilian employees work, growing uncertainty is setting in as the next military payday approaches.

Retired Rear Admiral Dawn Cutler knows that uncertainty well. After serving 28 years in the Navy, she now leads the Navy-Marine Corps Relief Society (NMCRS) as its Executive Vice President.
