Fireworks erupted on the D.C. Council on Tuesday over emergency legislation to extend special juvenile curfew zones — leading to a highly unusual sequence of events in which lawmakers rejected the bill, only to go on recess for a closed-door meeting, take phone calls with D.C. Mayor Muriel E. Bowser (D), and then return to the public meeting to reconsider it. They ultimately put off a final decision.
