TOLEDO, Ohio — Toledo City Council bid an emotional goodbye to Carrie Hartman as she presided over her last meeting as president on Tuesday before she moves on to a new position at the University of Toledo later this month.

“This has been the honor of a lifetime to serve as council president,” Hartman said at the end of the meeting, talking through tears after holding them back for most of the meeting. “It was obviously not an easy decision for me. I’m still having a really hard time because I don’t want to leave and I feel very guilty for leaving my term early, but this is a tremendous opportunity for both the city and the university."
