The Federal Aviation Administration's (FAA) operations plan on Tuesday reported staffing shortages at major hubs like Chicago's O'Hare International Airport, as well as Houston's Hobby and Bush airports. There was also a five-hour closure of the air traffic control tower at Nashville's airport, which didn't stop flights from arriving and departing but required pilots to get clearance from controllers further away.
