SURPRISE, Ariz. — The city of Surprise is formally pushing back against a proposed $3 billion rail hub in Wittman.

The Surprise City Council on Tuesday voted to oppose a request to rezone around 4,300 acres of land for the new Burlington Northern Santa Fe Railroad rail yard.

The BNSF rail yard would produce heavy traffic in already burdened areas, create a public safety gap, and potentially impact water wells in the area, a declaration by the council said.

"The City cannot support the development of BNSF’s proposed project unless it proceeds in a manner that clearly prioritizes public safety, quality of life, and long-term sustainability for Surprise, its residents, and the residents of the adjacent communities," the declaration said.
