COLUMBUS, Ohio (WKBN) -- Two bills aimed at curbing spikes in property taxes passed at the Ohio House of Representatives on Wednesday.

House Bill 129 would require emergency and substitute levies for school districts to count toward the 20-mill floor, reducing or preventing unvoted tax spikes.

House Bill 309 would expand a county budget commission's authority to modify levies and reduce millage if the commission deems a local government would receive unnecessary or excessive property taxes.

Both bills now head to the State Senate.
