ST. GENEVIEVE COUNTY, Mo. (First Alert 4) - Leo Cruz-Silva, 34, of Mexico, died on October 4 at the Ste. Genevieve County Jail.

According to a release by the U.S. Immigration and Customs Enforcement, Cruz-Silva was found in the county jail with a sheet tied around his neck. Staff attempted CPR until emergency responders arrived and took over, but he was unable to be revived. He was pronounced dead at 3:47 p.m.

Cruz-Silva is the second person this year to die in Missouri while under ICE custody. Brayan Rayo-Garzon, 27, died in the Phelps County Jail in Rolla, Missouri, on April 8.

The release from ICE claims that Cruz-Silva came to the U.S. at an “unknown date and location.” He had been previously arrested on June 2, 2010, for disorderly conduct in Covington, Tennessee. He was ordered t
