WATERLOO, IOWA — The Black Hawk County Board of Supervisors is responding after one of its members was arrested Wednesday on serious charges.
Officials confirm 45-year-old Chris Schwartz was taken into custody Wednesday morning and booked into the Black Hawk County Jail. KWWL obtained the criminal complaint filed in the case.
According to the affidavit, Schwartz is charged with two counts of sexual abuse stemming from incidents that allegedly occurred in August of 2023.
Authorities say the details of the complaint are graphic. In one report, the victim alleges Schwartz took photos of them while they were incapacitated. In another, the victim says they woke up to Schwartz on top of them, allegedly assaulting them.
KWWL went to Schwartz’s home for comment but did not receive a response.
