WILLIAMSPORT — One of the four individuals charged in a multi-state conspiracy to steal high-end “muscle” type vehicles and sell them has been sentenced to a year in prison.

Shamar Morris, 23, of Philadelphia, was described as a minor participant when he was sentenced Thursday in U.S. Middle District Court to a charge of interstate transportation of a stolen motor vehicle.

Moments later, another member of the ring, Rafel Otero Nieves, 41, of Baltimore County, Maryland, pleaded guilty to the same charge and a conspiracy count.

He is expected under the sentencing guidelines to receive at least 10 years in prison as a manager or supervisor.
