The good news for residents of newly configured Ward 4 --covering parts of the city’s Old Brooklyn and South Hills neighborhoods -- is that, if elected to represent the new ward, current Ward 13 Councilman Kris Harsh promises to bring his housing surveys to those parts of the ward he hasn’t previously represented. Harsh, 48, says the letters he sent to homeowners in Ward 13 helped induce many to clean up cluttered porches or to reach out for help Harsh said the city can provide for older or low-income homeowners to rebuild porch steps or replace dangerously deteriorated porches. Harsh said he launched the labor-intensive effort primarily to remind residents that the city has ways to help.
