NEOSHO, Mo. — A former Neosho police officer who left 14 years ago will return as the city's next police chief.

Peter Russell, who has 17 years of law enforcement experience, took over Wednesday as chief. He replaces Jason Baird, who retired on June 26 and died five days later. ×
