HOLYOKE — Ex-City Counselor Wilmer Puello-Mota — now a fugitive serving in the Russian Army having fled a Rhode Island child pornography prosecution — shouldn’t be able to vote in city’s upcoming election, says Massachusetts Secretary of State William F. Galvin .

Debra O’Malley, director of communications for Galvin, said inmates incarcerated on a felony don’t have the right to vote in Massachusetts.
