Monte Henderson allegedly ran a red light while speeding and sideswiped a car before hitting the women, who were walking back from the Enterprise Center, where Drake performed that night.
Laticha Bracero, 42, died on the scene, and her daughter, Alyssa Cordova, 21, died at a nearby hospital.
In July, Henderson pleaded guilty to charges of involuntary manslaughter and other charges.
Henderson has been sentenced to 21 years in prison, court records show.
