Congratulations to Julian Agonoy for his thoughtful article, “ Lives aren’t mere statistics — it’s time to end gun violence ” (Star-Advertiser, Raise Your Hand, Oct. 5). While his urgent plea to lawmakers is commendable, he provides no specifics. So, here is what should be done:

1) Revise the Second Amendment so that it is clear that gun control is permitted. This will require passage by Congress and three-fourths of the states. It will take time.

2) Require all gun owners to be licensed like automobile drivers must be. Set a deadline of three years to comply after passage of legislation. Require gun buyers to pass a strict background check. Exempt authorized National Guard members and active and retired law enforcement officers. Convicted felons would be ineligible to own or posse
