After months of discussion with business owners, investors, and homeless services providers, Salem city councilors will vote on a plan Monday to expand police and cleaning crews, and to stand up a new mental health crisis team.
The city plan, according to a staff report by Salem Chief Financial Officer Josh Eggleston, would cost about $800,000 through June 2026.
It includes expanding the police department’s Homelessness Services Team by adding two officers starting in November. The Salem Outreach and Livability Services team, which cleans up homeless encampments and offers resources, would operate seven days a week, up from its current four.
