MOBILE, Ala. — ICE’s Homeland Security Investigations, in partnership with U.S. and Mexican authorities, successfully rescued a three-year-old child abducted from Alabama and apprehended Haley Harris, who unlawfully kidnapped the child and fled across international borders to Mexico in a blatant attempt to evade justice.

During the investigation, agents uncovered disturbing details about Harris’s actions while in possession of the child. It was discovered that Harris contacted her boyfriend, Pedro Pedraza-Trejo, who is an illegal alien with pending charges for child molestation in the 1st and 2nd degree and rape of a child in the 2nd and 3rd degree in Washington State, approximately 193 times in the span of just a few days. The fact that Harris maintained repeated contact with Pedraza-Trejo, a man convicted of such vile crimes, while illegally holding her child, underscores the gravity of her actions and the danger she posed to the child’s safety.

Through coordinated efforts involving HSI Mobile, HSI Mexico City, the Department of State, the FBI, the U.S. Marshals Service, the Baldwin County Sheriff’s Office, the Orange Beach Police Department and Mexico’s National Institute of Migration, Harris was located, arrested and extradited to the United States on Sept. 28. She was subsequently arrested by HSI Mobile and the U.S. Marshals Service.

Thanks to the swift and decisive actions of our dedicated agents and partners, a child has been safely reunited with her family, and the individual responsible will face the consequences of her actions.”

The child was flown back to the U.S. on Oct. 4, arriving at Atlanta International Airport, where she was reunited with her father. Harris faces federal charges for international parental kidnapping. The investigation remains ongoing.
