NORFOLK, Va. — North Carolina has become the latest battleground in the national fight over congressional maps, as the state's Republican-controlled legislature announced plans on Monday to redraw its districts with the goal of gaining a Republican-held seat.

The move is intended to flip the delegation split from the current 10-4 Republican advantage to a dominant 11-3 majority.
