Independent mayoral candidate Andrew Cuomo on Tuesday proposed giving landlords financial incentives to fill vacant, run-down rent-stabilized apartments in order to address the city’s housing crisis .

Cuomo said, if elected, he’d achieve this largely through giving landlords money to repair vacant units , as well as offering subsidies to landlords who have had long-vacant units.

“What do you have to do?” Cuomo said. “You have to increase the supply, and you have to do it quickly, which means you need financing, and you have to get creative on the financing.”

He said this initiative would cost the city about $40,000 per unit.
