KANEOHE, Hawaii (Island News) -- The Hawaii Department of Health (DOH) issued a $2.4 million fine against real estate company Wailehua I, LLC for unauthorized discharge into the wetlands in Kaneohe.

Wailehua I, LLC received a Notice of Violation and Order (NOVO) from the DOH Clean Water Branch (CWB) on Oct. 6, 2025 for discharging soil and other construction materials into the Wailehua Road Residential Subdivision. Illegally placing these materials into the wetlands, which are considered state waters without state permits and authorization from DOH, violates Hawaii’s water pollution laws.

Wailehua I, LLC took ownership of the 2.46-acre residential properties previously known as TMKs located on Wailehua Road in Kaneohe in March 2015.
