OUACHITA PARISH, La. (KTVE/KARD) -- An Ouachita Correctional Center inmate has been charged with two counts of Solicitation of Murder, two counts of Attempted Intimidation a Witness, and one count of Criminal Conspiracy following a "Murder-For-Hire" scheme.

In early 2019, a West Monroe man, Steven Marcus Kelley, was accused of committing a sex crime against a juvenile. The victims in this case was his 12-year-old child, and one of the reporters on the case was his wife.

After an investigation by the Ouachita Parish Sheriff's Office, Kelley was taken into custody on multiple sex crime charges. As of 2025, Kelley still remains in the Ouachita Correctional Center.
