ELMIRA, N.Y. (WENY) -- The future of shared services between Chemung County and the city of Elmira is one step clearer. County lawmakers have approved a resolution clarifying who has the power to make decisions about intermunicipal agreements.
During Tuesday night's meeting, the Chemung County Legislature voted to amend and clarify a 2015 resolution that established intermunicipal agreements regarding services from the Department of Public Works between the county and the city of Elmira.
The new language makes it clear that only the legislature, not the county executive, can approve, amend, or terminate those agreements. The clarification comes after months of back and forth over authority, following uncertainty about how that shared DPW program should move forward.
