A 20-year-old York County man was charged with two felonies and a misdemeanor this month after police said he tortured and strangled his sister’s cat.

On Sept. 26, a man called Newberry Township Police and said his girlfriend’s son, later identified as Bryce Welty, told him he killed a cat.

Officers responded to Welty’s address, on the first block of South Front Street in York Haven, and spoke with Welty about the incident.
