CONCORD, N.H. —
A standoff is emerging between Gov. Kelly Ayotte and the New Hampshire Executive Council that is putting millions of dollars of projects and contracts on hold.
The fight over administrative process is starting to have a real-world impact.
Executive councilors are pushing back on Ayotte's attempt to modernize council processes by using less paper to save money.
"What happens if my laptop isn't working that day?" said Councilor Joe Kenney. "Do I just go out and get another laptop?"

"I just would ask, can we think about maybe using an iPad or a laptop with maybe one paper backup in case things go down, so we have it in the meeting? Instead of 10 copies of everything?" Ayotte said.
