Week 3 of Government Shutdown: Paychecks shrink, frustration grows

The federal government shutdown has entered its third week, and frustration is mounting as thousands of workers receive only partial paychecks — or none at all. Civilian federal employees were paid last week for work done before October 1, but that’s the last check many will see until the shutdown ends.
