Lee Carr had a passion for bringing out the best downtown Welland has to offer.

Carr died Friday at age 69, after nearly two years of working as Welland Downtown BIA executive director.

“I don’t think there is another person who lived and breathed the jobs that he did, like Lee,” said business improvement area chair Jesse D’Hulster. “He cared about the downtown and the businesses and all the residents just as much as everybody else.”

D’Hulster said he got to know Carr “quite well” during the few years they worked together with the BIA. “The job that he took on as executive director was more than a job. He lived and breathed it.”

Carr joined the BIA in March 2024 after a career in tourism and marketing allowed him to explore the world. He used his knowledge and experience to work toward
