An appeals court ruled President Donald Trump can take command of the Oregon National Guard, but he is still blocked from deploying those troops.

There are two parts to this decision. Trump can federalize the National Guard in Oregon , but he still can't deploy the troops to the streets just yet.

Earlier this month, a judge issued two temporary restraining orders prohibiting the president from calling up troops to send them to Portland and barring him from sending any National Guard members to Oregon. The ruling Monday indicated that the president was likely to succeed on his claim that he had the authority to federalize the troops based on a determination that he was unable to enforce the laws without them.
