Wilmington Mayor John Carney has vetoed a bill that would create a city-run escrow account for renters to withhold rent from landlord if their is a problem with their properties.
Earlier this month, Wilmington City Council voted to created the fund, designed to support renters who have given their landlords reasonable notice of hot water, heat, water, electricity, or other issues, when the landlord would have 48 hours to make repairs.
The city would then release the funds with both the tenant and landlord confirmed the work had been finished.
The only dissenter in the 10-1 (2 absent) vote on came from recently-turned Democrat James Spadola, who ran as a Republican.
According to city rules, City Council can overturn the veto, but 2/3s, or 9 members, must support the override.
