A set of bills proposed by Councilwoman Theresa Kail-Smith has kicked off debate within City Hall about how to speed up development across Pittsburgh — but left officials at odds over next steps.

The two bills, proposed in June, call for fast-tracking the city’s zoning application review and approval process. Both are part of a larger package of legislation introduced by the councilwoman this summer that could overhaul city agencies overseeing land use and alter zoning and permitting processes. Ms. Kail-Smith introduced the package ahead of her planned retirement at the end of this year.
