(KELO) -- Thirty years after a property-tax revolt threatened to upend funding for South Dakota's county governments and public school districts, and the Janklow administration responded with a 30% reduction through a combination of cuts and tax hikes, the rumbling that has been building again in recent years now has the attention of state lawmakers and the governor.
